right now a lot of these areas aren't getting electricity. they aren't getting sanitation. how do you help the civil service help deliver services to the country so everything's not falling apart, and then waiting for that day after that we've been talking about? but as you see, it's continuing to spiral, many deaths, and while they're planning for the day after, people are dying right now. >> when is the day after? when is the day after? all right elise labott, thank you so much for that. we appreciate it. john, back to you. >> all right, 14 minutes after the hour right now. lots of news this morning. let's get the headlines from christine romans. >> with two days to go before the first of three critical debates, president obama is hunkering down in nevada, getting prepped with massachusetts senator john kerry. he's scheduled to fly in to play the part of mitt romney in practice sessions. the president trying to lower expectations at a rally in las vegas yesterday. >> mitt romney, he's a debater. i'm just okay. >> mitt romney is already in denver. we passed two very forward-looking civil rights bills. it's not going to be all done by legislation. but i do think that you need to make an appeal every time you can to eliminate racial divisions and discrimination, and i'll keep on doing that and pointing to some legislative accomplishment to back it up. i have to take ten seconds here at the end -- the red light isn't on yet -- to say to ross perot, please don't say to the d.e.a. agents on the street that we don't have the will to fight drugs. please. i have watched these people -- the same for our local law enforcement people. we're backing up at every way we possibly can. but maybe you meant that some in the country don't have the will to fight it, but those that are out there on the front line, as you know -- you've been a strong backer of law enforcement -- really -- i just want to clear that up --have the will to fight it, and, frankly, some of them are giving their lives. >> time, mr. president. all right. let's go now to another subject, the subject of health. the first question

it found that it actually may be violating some students' civil rights. specifically right now african-american students make up about 32% of all students in oakland public schools, but they receive 63% of all the suspensions given out. in may the department of education's office of civil rights looked into whether the district treated black students more harshly than white students. the agreement means that there will be changes happening within the next five years. the district will move towards restorative type discipline instead of zero tolerance. now, instead of the initial 11 schools that they talked about, they'll roll this out in 38 of its 86 schools. what they want to do is bring down the suspension rate overall, including suspensions for african-american and special education students. they'll try and reduce defiance-related suspensions. civil advocates say that it's rather vague. now that the board has gone ahead and approved this, what this means is that the entire federal investigation is over and complete. reporting live in oakland, christie
